Surly LHT comes in a 26" version, is the S-M sizes.
As stated the Bruce Gordon BLT has a 26" version.
Most of the 26" tourers are expedition style, designed for heavy loads on gravel and dirt roads.
It is very hard to find a new MTB of any quality with the right design for touring. The older Specialized Rockhopper used to be a std model for this application, but it went Al with a cheap sus fork.
