I looked at the Ortlieb and liked them a lot. However, my mother in law bought be a TopPeak Tourgiude bag for Christmas, and I like it enough I'm going for the Ortlieb. Not sure of the price difference between the two, but it might be worth looking at. Oh, and the TopPeak has an attachment that allows you to mount some things above the bag. I found that I can mount two LED Ultrafires that rest ever so slightly on top of the bag, and work well for me. So, the where to mount a light isn't much of an issue. Your needs might be different.
