Did you push the inner lever several time to assure the shifter is in the most "relaxed" (smallest chainring) position? That's needed to be able to see the correct cable path. Also, pull the housing out of the shifter body so you can see when the inner wire emerges and then insert it into the housing directly and reinsert the housing into the body.
