Not quite. Two totally unrelated things. I set up a regular room fan about 4' in front of my bike, aimed directly at my chest and torso. It serves absolutely no function in providing or reducing resistance. Its job is to keep me from committing suicide when I still have two hours to ride. Even at low fan speeds, the air passing across your skin provides significant cooling through evaporation.

The hamster wheel fan, if you have that type of trainer, produces its resistance as designed whether or not you are overheating from lack of ventilation. FWIW, I use a KK Road Machine trainer that is fluid based so I have only distant memories of the wind-based trainer experience.
