"Make eye contact." Has nothing to do with conspicuity. The reason to make eye contact is to try to determine if the other individual has seen you. This fits into the "Think Ahead" category, because it provides more information to help anticipate what the other individual might do. Keep in mind just because they appeared to be looking at you doesn't mean your presence (and motion) actually registered in their consciousness, and even it it has, they still might do something untoward, like right or left hook you, etc....
