First of all, there are a number of discriminatory laws in most states whose sole purpose is to inhibit the right of cyclists (and peds) to use roads efficiently. Secondly, it's absurd to expect vulnerable road users to follow rules written by and for motorised vehicles. From the perspective of risk, health, and cost there is absolutely no comparison! While cyclists are neither peds nor motorists, in cities with significant mode share cycling far more closely resembles walking than driving.
