Pretty much... those are the options. sometimes little is better than a lot though. Take into consideration that it's an aging population overall, the net population growth is actually slowing down and may go backwards. This means that right now all employment is taken but that generation workforce will die out and the new one will not fill up enough spots. Take into account that Italian economy is not really too efficient and could probably be managed by fewer people if really put up to it. There are several industries that are growing. You either find that one and play hard or go take what everybody else is leaving. If I were to move I wouldnt think of going where it is already saturated but rather introduce new elements to a place that has never seen such thing. You run the risk of nobody "buying it" though and that is just a plain bad move. I think that where there is necessity there is opportunity. Italy is overdeveloped in some regions and sub developed in others. There is a way of penetrating the market and making lots of dough!
