I notice many of the delivery guys here don't lock their bikes thoroughly when the do a drop off. Their drop offs are quick. They leave their lights on, probably to indicate that they'll be back soon. If that's their thinking, I think it's pretty darned smart. If I were a bike thief, I would think twice about messing with a bike with its lights on.
