I know you're joking, but this guy isn't going to get anything close to 15 million. It's a BS request to get headlines. I can't smell--that'll be $15 million please...Get out of here. Depending on what proof exists that he actually had this accident and actually has "nerve palsy", the insurance for the city or bike company will probably settle for something in the 10-thousands to cover medical costs and time off work.
The question will come down to who put the cement block there and was it negligent.
