I don't quite get the "he should look where he's going" sentiment either. Looking at that photo, it is easy to imagine pulling a bike from the far end of the rack and heading towards the obstruction. The row of reflective pylons makes it seem like it is a protected access lane to the bikes. If it were me, my attention would more likely be focused on traffic and pedestrians. None of you have ever hit a pothole you didn't see??
