I have found anything water resistant and breathable but not too thick works great. You can just throw layers under it no matter how cold it goes or how hard it's pouring down snow or freezing rain or rain - even down to -2 F it keeps you warm. You can find good jackets anywhere - I like getting stuff from TJMax as it's usually cheap - around $30 - to get a good winter/wind proof jacket. I have a nice Avalanche brand one at home that I wear for colder days ( below 25 F) and a 3 year old New Balance WellWarm jacket that isn't as moisture proof as it used to be but still stops the wind for the 25-50 F days. Above 50 F I don't need a jacket
