I think you could make a really light 1970's bike with Hi-E or weyless hubs, but I don't think those are either of those two brands. It's a little bit crazy to make a high-flange ultralight hub.

Those hubs look like milled-out sunshine professional hubs (which were also sold as 1st-generation dura ace hubs.) I bet they wouldn't last very long on the velodrome track.
