FWIW, all of the framesets I've purchased recently have been ready to build right out of the box. No BB facing/chasing needed, no HT facing, no seat tube reaming, etc. A good thing, too! I know my LBS owns the tools to complete those operations, but they don't use them often enough for me to feel comfortable letting them at my frame...
