I have a braze on , on the hoop of my Low rider rack with a widget PaulsComp makes. for the summer just in case light.
On the hoop on my low rider, I wrapped a strip of inner tube rubber around it, about a 3/4 inch wide strip, the length was what I needed to replicate the diameter of a handlebar. Put some tension on it when you wrap it so it stays tight on the hoop and does not shift. I put a short piece of electrical tape over it to keep it on. Then put the light bracket over that.
