I wouldn't quite say that. Alu is a bit stiffer (due to larger diameters used) while steel has a bit more flex. Steel is stronger, but then for most people they aren't going to be pushing the limits of the frame. Only people who will push it are mountain and cyclocross bikers.

Casual cyclists IMO have way too many "Formula 1" elements in their bikes...
