I gave my son a Cannondale that was like that. He suffered a broken frame with it so transferred all the parts to a Sekai frame. I drilled a hole in downtube, had to shorted the bolt as the donor bike was large tube aluminum. I made hard rubber bushings to compensate for tube size difference.
I believe the donor was a 400, had the strange rear dropouts, and aluminum fork.
