Pretty sure I don't get more flats on bad roads. I once got a flat from a tiny pebble, but it's almost always something metal, which doesn't correlate to potholes or gravel.
I ride over anything unless I think there might be metal. I also try to avoid glass, but have never got a known flat from glass.
