That's a very clean bike which would fit a rider of 5'6" or shorter. A comparable vintage bike is the Centurion Ironman Master/Expert and in similar condition as the bike you are considering, it would trade for $275 to over $375.

I suggest you check it out and test ride it. Then strike the best deal you can. If the tires are old and brittle, or the seller hasn't had the wheel, crank, and headset bearings cleaned and regreased since he owned the bike, then I would start in the mid $200's.
