Apples and oranges here. The Madison is equivalent to the $300 Chinese BD bikes like Windsor, Motobecane, Dawes etc. Also, the BD bikes ship for free, whereas the Madison does not, so the difference in price is not so much. As to the Kilo TT, just keep in mind that this bike will not accept wider tires and you will have a lot of toe overlap with the front tire. Otherwise, it's a better quality frame, which will probably make you happier in the long run as you upgrade it.
