YES!
I would much rather tackle a bunch of hills than wind and wind gusts. The reason for this is you can see a hill coming and prepare yourself for it...but a gust of wind can totally screw with your momentum and your mental will to push on.
I have asked others on this site if there average speeds posted have been affected by winds. Some roll their eyes at me, but I know from experience the wind has an awful affect on my average speed.
