You cannot afford to build/convert this bike with new parts, nor is it worth it.
A friend used to volunteer for a bike coop in NYC that did regular free workshops at the bottom of the Williamsburg bridge, where they would teach basic bike maintenance. I'll see if I can find out what it was called and the schedule if they are still doing this.
