I know that MapMyRide will build "route notes" that can then be used in tandem with any device that has GPS capabilities. I've got a Garmin, so I've never used any of their apps, but from reviewing the site, it appears that the iOS version should do the trick. You can also seamlessly upload your rides to MMR for tracking. I'm not sure if any of this is lumped into their premium feature category.
Strava also recently rolled out a route builder that functions similarly to MMR. I know they have an iPhone app, but I'm not sure how many of the new features have been rolled over to it. Originally, Route Builder was available only to Strava Premium users. Not sure if they've changed that or not.
Recording and uploading tracks is easy! There are many options for that.
I noticed the Stava "route builder" thing. I'll have to keep an eye on it to check it out (if it gets out of being a "premium" feature).
