My first thought is a Surly Cross Check. Accd to their site they fit 700 x 42 tires. I have a surly and I can say that it's bullet proof! I bought it stock and had custom wheels made for it (Suzu High Flange hubs laced to H Plus Son "Archetype" rims) with Schwalbe Randonneur 38 tires and it's light as a feather, nimble, agile and nothing ever breaks! Very affordable - plus I like their attitude.
