Ogio's site claims it's
"nearly waterproof". I know for a fact that backpacks made by the major mess bag brands(T2,Chrome,etc) are waterproof. Also,stiff-sided bags like that don't deal well with overstuffing. There's also no way to attach things to the outside;I've tucked things under the flap/straps of my bags many times.
