In Pittsburgh they did a survey to determine how many bike riders drive cars and how many motorist ride bikes. I can't find the link and don't remember the exact number but it proved out your assumption. There are a lot of driver awareness efforts her in Pittsburgh (e.g. Drive With Care by BikePGH | Indiegogo) and from my perspective it seams to be helping.
