EP; It is probably a 5%, but suggest may want to confirm that the rear gearing is not a free wheel instead of a free hub. If it is free wheel and it is not tightened properly, it will tighten on sort of randomly when you put pressure on it. The feel would be about what you describe. I once had a LBS slip on a new wheel (from very old stock) to replace the one they bent when tripping over some shop clutter. I almost didn't catch it.
