Like any SA hub, the High gear is the cable all the way relaxed. The Low gear is the cable at its tightest setting. The neutral position is between Low and Medium. It is pretty small, but if your cable isn't quite tight enough, you could go into it unintentionally, and this could be bad.

On the other hand, there are times when you want to stop pedaling for one reason or another. At such times, that neutral is a good thing to know about.
