Basically: yes. The purpose is to get more comfort by getting the cockpit higher, i.e. a smaller saddle-to-bar drop. It puts more weight to the rear and lessens the burden on your neck and shoulders. Just the thing if you go long distance riding (as in Paris-Brest-Paris) or if you're just older and less elastic like me.
