the problem with raising the seat is it changes the proportions.
bigger frame = higher handlebars. higher handlebars = more comfortable.
if you bought, say, a 52x54 and just raised the seat, versus a 54x54, your handlebars would be about 5-10cm lower. this pitches you forward more, puts more weight on your hands, and, while a great sprinting position, isn't comfortable.
shorter reach levers you can achieve using specialized slim shims. they stick on, cost $14 or so, and you can do it yourself. no need to replace the whole lever. a good store will charge you for the parts (probably give you a discount) and install for free.

cannondale is making the R700 in '06 in a female version - their 105 bike - and the R1000- an ultegra bike.
specialized makes a range of Dolces that have sora, 105, ultegra on 'em. they're also making a WSD carbon bike this year.
burley makes female specific steel frames.
trek makes some too. (I have a personal anti-trek bias)
