They are oilers. You fill the syringe with chainlube and then apply a dot of oil to each pin in your chain, brake pivots or whatever. Time consuming but very precise and it minimizes the build up of crud on the chain caused by over oiling. I actually use a standard medical syringe which works pretty much the same.
