That's where a horn is nice. Even though you were able to avoid, odds are that the driver never knew you were there before or after. With a horn at least he would know it and possibly realize that he could have killed someone and modified his behavior in the future. Not every driver will, but some will.
People do have a voice.
I had an incident occur where driver who had a red light turned right in front of me and forced me across 2 lanes of traffic.
I yelled, rather loud and early enough that one of the motor officers working something (I did not see what, I had a feeling about the driver of the car so that is where my attention was) on the other side of the street saw enough and took off after him.
