Think of the analogy of putting lipstick on a pig. I once lived on a pig farm and never tried it but am sure it wouldn't make all that much difference (still noisy and smelly!). In any case I am much more familiar with efforts of new recumbent riders to buy an inexpensive entry level recumbent trike and then add a bunch of expensive upgrades to make the trike more useful (gear range, better components). It is a lesson in futility. In most cases it would have been far better to upgrade to a different manufacturer who doesn't make a cheap entry level model and start out with better components. You can't buy quality components for anywhere near what it cost the manufacturer.
It is hard to judge on the Windsor. It all would depend upon how good the bike was to start with. It looks as thought the Windsor is yet another one of the brands that had a good reputation years ago, stopped being manufactured, and had the name bought out only to be now made in China. I owned a 1973 Motobecane LeChampion made in France. It was a superbly built bike. The name still exists but it is not the same bike as back then. It certainly would be worth restoring that bike but maybe not so for one of the current models.
