This is more correct than you know. I was almost hit by a truck while riding on a sidewalk here in Loveland (avoiding a 4-lane busy street with no bike lane for just a block until I could reach a side street). The cops were called and the police refused to ticket the driver because I was a pedestrian due to riding on the sidewalk. The police here refuse to enforce the law, and in fact I had one right out tell me I was "wasting his time".
