If the latter, I think that the aluminum versions of the Trek Domane and the Cannondale Synapse come with fender eyelets, as does the Specialized Secteur (aluminum version of the Roubaix). Any of those would probably be more comfy than your CX bike.

Another way to skin this cat would be to get a road frameset and use Crud Roadracer II fenders, which don't require eyelets but do work well at keeping the water and crud off of you. You can run 700x23s and still have room for the fenders on most bikes. I did this last year and it worked well - I was popular wheel to follow in a rainy paceline too.
