Another way to skin this cat would be to get a road frameset and use Crud Roadracer II fenders, which don't require eyelets but do work well at keeping the water and crud off of you. You can run 700x23s and still have room for the fenders on most bikes. I did this last year and it worked well - I was popular wheel to follow in a rainy paceline too.
I'll figure out a fender solution regardless of eyelets or not. I have some time before rainy season but I might as well start now I figure.
