Posting this question in the commuting forum will probably get you more replies. I think this Civia Twin City Step-Through is a terrific bike: Civia Cycles Twin City Step Through 5 Speed. It's $795, so a bit above your price, but it's a ChroMo frame, 5-speed IGH, and includes the rear rack.
