Define "worth". Re-sell? Maybe. Starting point for making a ridable bike? Maybe. The problem is that you can't see the condition of the bb and the hubs without taking them apart. If nothing feels too bad on initial inspection (and the bike fits of course) then yeah it's probably worth $20.
