I thought that a country that import oil lose money. If a country buy 1 million of oil from outside then get back from folks via taxes it's still 1 million that went away.
Best option is to use less oil that what the country is able to produce. That's what bicycles are for
And even in a country like Canada that produce more oil that needed. Using bicycles could help preventing the Dutch disease. A great topic for the P&R forum.
