Are your current wheels 700c or 27"? I would assume 2002 is 700c on 130mm OLD, and if so, modern wheels are easy to drop in. If they are 27", modern 700c wheels take long reach brakes, which may or may not be a pain.

Modern compact handlebars will reduce the reach to hoods and drops, and may well make the fit work fine. So if it is close now, you might be able to make it work. You can buy wheels and full group sets much cheaper than $1k, even including the tools to build it.

I would restore existing, but one option is not clearly better than another, IMO.
