I've been looking for a used frame, but I've had trouble finding one that would fit me (I'm 6'3") . My frame size is around 60.

Are the dropouts fixie compatiable?
Will this frame fit me?
Does it look like a decent bike for the money?
You guys/gals know the drill, just help me out with your input
