Vintage Cannondale Touring Bike

Hey guys,
Just a few questions that I have been going through my head for the past week and would like an outside opinion.

First, here's my steed - 1994 T700:







After having it for almost 2 years now I'm looking to make some upgrades after touring for about 3k miles on it. It really only needs a new chain, overhaul and new rear cassette but thinking of really upgrading it.

I'd like to upgrade wheelset since they are original Ritchey Vantage Cross Sport and all components to XT since they are all still original LX or SLX. After looking at all the upgrades I'd like it would run about $800ish from Chain Reaction. I also would like to fix the top cable guides by drilling back into the top tube ( they were JBWeld'd in before powdercoated ) and getting those 3d printed ones mounted in there again.

Now the pickle... I loved it for fully loaded touring and would like to do a few more shorter tours but mainly just commute on it.
Would it really be worth re-building this or just getting a whole new commuter / touring bike like a cross check?
Would these upgrades make that much of a difference, it runs fine but you can tell even after a tune that it just feels old?
I know whatever money I put into it I will not get back since it is a 20 yr old Cannondale.

Would appreciate any feedback / advice / what you would do!
