Nice setup. That's kinda what I was thinking but wasn't sure if it was practical.
That looks fine for riding a short distance to a fishing spot from home. It sounds like that is what you want to do, so it might be a perfect solution.
If on the other hand the goal was to carry a rod on long tours I'd do something else.
