Correct me if I am wrong, but I don't think there are any officials in that car or people who know what they are doing. Mostly it just a rolling ad-board for whatever local dealership wants to sponsor the event.

On motorcycle track there are corner workers with flags. Maybe something like this for fast, technical courses like that one.
