Rode in Germany for 3 months last year and sidewalks/bike paths were pretty much the same thing, shared by both pedestrians and cyclists. Both had the right of way, cars had to stop. The police would turn a blind eye to "Pro bikes" if you were wearing racing gear, otherwise no cyclists allowed on the road.
In most parts of NC it is illegal to ride a bicycle on a sidewalk, MUP (multi-use path) is a different story. In NC bicyclists are required by law (yes I used that word) to ride on the roads. There are very few dedicated cycle paths in NC and most of the bike lanes are substandard and don't meet the minimum requirements set out in the
MUTCD, not that NCDOT follows it...
