One would guess the seat post is broken, i.e. the clamping mechanism is rotating around the top of the post. Inspect it (sans saddle) for some way to tighten it. Maybe a tiny set screw. I doubt the clamp mechanism screws into the top of the post. If it is just swaged on, I would think it is a total loss.
