How about instead of talking about mandating business owners/property management to install racks, how about we first come to a consensus as to the type of construction and the placement of said rack(s)?
Good point. I've seen some really pointless/crappy racks that were almost impossible to use e.g. can't use U-lock to secure frame, or pushed right up against a wall, etc.
