Is it really necessary to micro manage every aspect of daily life through ordinances?
If businesses have cyclist traffic, they'll install racks on their own, if only to reduce clutter, and prevent damage to the property that can result from bikes locking to whatever is handy.
OTOH, there's zero assurance that cyclists will actually use a rack if installed. Train stations where I live all have racks, but half the time they're almost empty with all the bikes locked to lamp posts, fences, railings, etc. Other times, some idiot will have locked a bike in such as way as to use up 1/2 of the rack's capacity, preventing others from locking there.
