From a purely selfish perspective, yes. Whether it's right to burden all society with this, IDK. As long as we're getting racks, I want them to have integral locks so I don't have to carry one for the rare instance I would use a rack, which would almost always be at a convenience store/bodega to refill my water bottles.
I like the idea of integrated locks. My fear, though, is that the owner of those racks will charge usage fees. I won't like that.
