I'm sorry, but I can't make any sense of that at all. How could that be? What if the top is level, or sloping forward 6º, or sloping back 8º, or isn't even there at all, like a mixte? What if there's an extended head tube, or the cups are virtually flush with the TT? What about head tube length? What if it's a Look 675?
There's a measurement of horizontal distance from the centerline of BB to the center top of HT, called "frame reach", but that still doesn't tell you or anyone else how high the bars will be, which is why there's also "frame stack," which describes the vertical distance of same. What the top tube does in between there is of no consequence.
Being blunt, seat tube height tells you absolutely nothing about how high your hands will be.
Stem height above HT does not change the handling characteristics of a bike. It may feel different, but if it's a laid back cruiser, it's a laid back cruiser whether the stem is 10mm high or 15mm high; a quick reactive racer is a quick reactive racer whether the stem is 90mm, or 120mm.
If you can find a frame builder who, when you ask them for particular handling traits, gives you the same frame with just different length stems or a handful of spacers, do let me know, because I'd very much like to have a chat with that person.
