To try to be helpful:

In my experience, for rain gear to work the best, it needs to be slightly looser than normal gear. If it is skin tight, you end up loosing the benefit of the rain protection. So the looseness may compromise what you want in a rain jacket.

I have had two different water "resistant" jackets in the past, both from Specialized that I got dirt cheap, and they were ok rain gear and ok wind jackets, but not stand out as either. They worked the best as cold weather gear.

I just bought an Endura water proof jacket, and it has, so far, been far superior to the Specialized's for both snug fit, water and temp control, and wind proofing. I used it for a few hundred miles over the weekend, in temps ranging from low 40's to low 60's, and steady head winds and crazy tail winds, and actually think I have found finally a jacket that serves both purposes you mention. It is looser than most of my cycling clothing, but not so loose as the other water "resistant" jackets I've had.

So I guess my point is that jackets do exist that will serve both purposes well, but not every jacket will. It has been very trial and error for me.
