Cross gearing - 46/36 in the front and 12-28 in the back would not allow me to go up hills - at least, not easily. There aren't many cross bikes with hill-friendly gearing - they are meant to race and so have taller gears.

Since you like your Schwinn, how about changing the cassette to a wide range one and see if that helps with the hills?
+1 on the above suggestion.

I have an old Walmart Schwinn MTB that fits me perfectly. The fit was entirely by accident as it was bought on spur of the moment some 10 or 11 years ago. I bought it to ride the neighborhood and unwind after getting home from work.

At any rate, the frame on the old Schwinn is the best component about the bike. If you have a similar frame that fits you well and does not have stress damage, just build on it. You'll save money, end up riding something comfortable, and the value of the knowledge gained by doing the work yourself is beyond money.
